Citizen's Council of Forfedhdar Formed
By: Kraggur Kveldcharn
The Citizen's Council of Forfedhar needs your assistance!
Come meet with us in the Thirteenth Passage once a month to
discuss any events of concern to Forfedhdar. Help us plan
events, tours, and make the lands a better, friendlier
place. You also can have a chance to help get improvements
you want. Bar closed? Too much litter somewhere? Something
you'd like to do? Bring these topics to the Council and we
will try and accommodate!

Hibarnhvidar Stands Strong
By: Kraggur Kveldcharn
On the 17th day of Akroeg the Ram, 394AV, Hibarnhvidar came
under assault of Lyras's undead hordes. Through the vigilance
of the Raven's Brigade (and an unlucky citizen) the undead
were spotted in time to rally the defense at the Raven's
Gate. The defenders held strong and many outlanders came to
assist. For a while the roads were cleared, but since then
they have been closed again. Passage north and west remains
clear. Thanks is given to those who have assisted the city.

Council Finances

The coffers currently stand at
3 platinum, 5 gold Dokoras.

A hefty contribution by Shevden and the remainder of the boxes from the hunt should add more, and an update will be issued once these numbers are finished.

The Siege Continues

The undead continue to assault the areas east of Hibarnhvidar. Occasionally they are driven back, but not for long, and the roads are for all practical purposes untravelable save for a few scouts and hearty souls willing to run most swiftly.

I am proud to say that the gates of Hibarnhvidar stand strong. Hopefully an army can be mustered over the Himineldar from Raven's Point once spring comes to the mountains if we have not purged them by then.

However, with the Fleshtearer opening a new front against Ilithi, and word coming that the Therengians seek to defend their own lands first, and assist others second, I fear that Forfedhdar might again become isolated.

Soon I hope to have a list of heroes created and perhaps the Council will engage a bard from Kwarlog to immortalize them in song.

Lyras Marches

Lyras' armies have been spotted closer to Forfedhdar than the last time the Brigade's seers were able to locate them. The areas along the Great Salt Road are advised to withdraw to Hibarnhvidar, and those north of the city to come either to Hibarnhvidar or Boar Clan.

The assault is now imminent.

End of year

Oh dear, oh dear the end of the year is so near!

The hag has not ridden in some time, perhaps her general will change that this year. Oddly enough tis not the stealer of children who makes my heart shiver in fear. Newer or rather older threats fill me with this sense of dread.

Lyras camping on the horizon, other untold threats also creep within the shadows. In all honesty how can anyone really be prepared for the threat we're about to face. The home I have found within these mountains, and the wonderful friends I have made frighten me to some degree. I would hate to loose any of you under the war machine that approaches.

A generous donation of naptha and the cache of moonshine will be stocked in our stratigic spots by the end of the day. More herbs I believe will be needed. Empaths, we still suffer from the lack of the healers. I am looking forward to our meeting tonight with our neighbours from Ilithi. Several times I have voluntered at thier triage spots and have found them to be quite the team. Renala and Lennede are old hands at this stuff so any advice/help or empath power they can spare would be most welcome. I do hope all the members of the council can make this meeting. (midnight tonight est).

Council Positions

Brief restatement of vision:
Council of Forfedhdar represents the common interests, unlike (yet similar to) the Forfedhdar Conclave which is the governmental representation (Conclave represents governments, which represent the people. Council directly represents the people, and represents the Conclave.. I hope thats clear :P )

I think election to positions would occur in two stages. First would be nomination to the position, followed by a vote if more than one person were nominated. Either that or selection by decree.

All positions are held equal, but the Seer is the leader of the Council.

Symbol a snow-covered mountain range

Council Positions:

1) Council Seer:
All Councils need a wise man to sit upon them. Even better is one who can harness the forces of magic to assist the land. To this end, the Seer advises the Council on magical issues, in addition to providing guidance and advice to its members. The Seer is first amongst equals and leads the Council.
Duties: Chief liaison to the Arid Steppe; Sets agenda when present; Provides guidance on issues of magic to the Province.
Requirements: Magic primary, preference towards Moon Mage.

2) Council Cleric:
Forfedhdar is also a highly religious province, with many shrines, monasteries, and temples. Primary in Forfedhdar are the temples to Kertigen and Asketi, as well as the deities represented at the Monastery. Representing the peoples religious interests would fall to the Council Cleric.
Duties: Chief liaison to the Temples; Maintaining altars; Providing guidance on religious issues.
Requirements: Highly religious, preference towards Cleric.

3) Council Commander:
The Council Commanders primary concern is coordinating the defense of Forfedhdar and ensuring the safety of travelers within the province. They will serve as the liaison to foreign military and the Councils contact with the Ravens Brigade when it is active.
Duties: Chief liaison to Ravens Point; Performing military liaison duties; Advising the Council regarding allowing foreign military organizations within Forfedhdar.

4) Council Advisor:
The Council Advisor is the voice to other lands. They will work with other lands ambassadors, as well as serve as an ambassador to other lands. This position is also the catch-all for other duties not ascribed to other positions.
Duties: Traveling to other lands; Receiving ambassadors; Promoting Forfedhdar

4) Council Lorekeeper:
The Lorekeeper keeps the records of Forfedhdar and the Council. They have all received at least some degree of training from the Bardic Academy at Kwarlog.
Duties: Recordkeeping for the Council; Researching; Creating cultural things related to Forfedhdar
Requirements: Bard, or highly advanced in multiple instruments.
OOC note The person would have to have history somehow tying them in to the Bardic Academy at Kwarlog. It is discussed as the first dwarven Bard school, yet it is so quiet! Kinda a personal issue Id like to have someone correct 

5) Council Trademaster (best title I could come up with sorry.)
Trade is, has, and always will be important to Forfedhdar. The Trademaster serves as their voice to the Council. They will promote merchants abroad and help secure advantageous trade deals, help maintain roads and trade routes, and the like.
Duties: Promoting trade in Forfedhdar; Running Hibarnhvidar market days
Requirements: Trader ideally, or anyone highly interested in trade.

Kraggur's Council Philosophy

I decided I would like to lay out my philosophy behind the Council of Forfedhdar, my view on the NPC government of Forfedhdar, and the likes.
This is all based on my opinion (NPC Government) and the direction I hope to steer the Council (many make a Council, and these are just my guiding thoughts / direction Kraggur is going).

NPC Government:
Forfedhdar is basically run as a federation, with pockets of governance that I view as follows.

Ain Ghazal autonomous, Elves, run by Sisterhood

Kwarlog -- autonomous, Dwarves, some form of government
Clerics Monastery semi-autonomous, Dwarves, might fall under some of Kwarlogs influence

Boar Clan --semi-autonomous, Gor'Tog & Ranger, clan leader as governor?, falls broadly under Hibarnhvidar
Ravens Point semi-autonomous, Dwarf, run by military government, falls broadly under Hibarnhvidar
Hibarnhvidar autonomous, GorTog & Dwarf, bifurcated government, GorTog leader in outer Hibarnhvidar (elected representative?), Dwarven King in Inner Hibarnhvidar (probably overall rule over all Hibarnhvidar).

Hibarnhvidar (and probably Kwarlog) also have a Council of Elders who help rule.

These areas all have representatives on the Forfedhdar Conclave which sets broad policy for the area known as Forfedhdar. Because there is this Conclave, I view Forfedhdar as a federation, much like the US under the Articles of Confederation. Highly autonomous areas, a few that could ignore the Conclave with little repercussion, but probably would not.

This is also just my vision for things, and it is a fluid, organic process. Some has been hatched directly out of my mind, other elements have evolved from meetings and talking with others, as well as my perceptions of how to make things stronger or fill areas that are lacking.

Anyhow, Im starting to ramble, so Ill end it here.

Emergency Supplies

393AV, 30th day of Nissa

By order of the Council emergencies supplies are being prepared for the arrival of Lyras' armies.

Heavy canvas carry-alls are being placed in the cabinet in the Hibarnhvidar Hospital, and the workbench in the Cleric's Monastery.

Naphtha, moonshine, and herbs will be stocked in them.

Signed by my hand,

Kraggur

Raven's Brigade

The Raven's Brigade was formed in 393 AV. The purpose of the Brigade is to serve as a scout and warning unit during times of crisis in Forfedhdar. Outside of these times, the Brigade will be abandoned.

While it does receive Council funding, it is a separate entity served to protect Forfedhdar and Kermoria, and is non-political in nature. Volunteers are welcome to come and go as they will, pending they inform their commanding officer.

The officers of the Brigade will serve on a rotating basis, but at least half will come from Forfedhdar.

Council Members

Name: Kraggur Kveldcharn
Prof: Moon Mage
Race: Dwarf
About:

Kraggur arrived in Forfedhdar just prior to the rumors of the Barrier weakening and Lyras coming to Kermoria. Some say it was chance, others that it was his prophetic vision guiding him to where he was needed.

He is a Nomad in heart and soul, spending a great deal of his time in the wilds, either in the forests, on mountains, or within them. Freedom is the ideal he strives for, and, having been a slave in his younger days, is one of the issues he will act against without question.

Within the Council, Kraggur seeks to improve Forfedhdar and help share his appreciation for the westernmost province with others.

Council of Forfedhdar

This blog is for the Council of Forfedhdar in DragonRealms. All are welcome to comment, etc on the blog.

It is an IC blog, will have descriptions of Council members, etc.
