I decided I would like to lay out my philosophy behind the Council of Forfedhdar, my view on the NPC government of Forfedhdar, and the likes.
This is all based on my opinion (NPC Government) and the direction I hope to steer the Council (many make a Council, and these are just my guiding thoughts / direction Kraggur is going).
NPC Government:
Forfedhdar is basically run as a federation, with pockets of governance that I view as follows.
Ain Ghazal autonomous, Elves, run by Sisterhood
Kwarlog -- autonomous, Dwarves, some form of government
Clerics Monastery semi-autonomous, Dwarves, might fall under some of Kwarlogs influence
Boar Clan --semi-autonomous, Gor'Tog & Ranger, clan leader as governor?, falls broadly under Hibarnhvidar
Ravens Point semi-autonomous, Dwarf, run by military government, falls broadly under Hibarnhvidar
Hibarnhvidar autonomous, GorTog & Dwarf, bifurcated government, GorTog leader in outer Hibarnhvidar (elected representative?), Dwarven King in Inner Hibarnhvidar (probably overall rule over all Hibarnhvidar).
Hibarnhvidar (and probably Kwarlog) also have a Council of Elders who help rule.
These areas all have representatives on the Forfedhdar Conclave which sets broad policy for the area known as Forfedhdar. Because there is this Conclave, I view Forfedhdar as a federation, much like the US under the Articles of Confederation. Highly autonomous areas, a few that could ignore the Conclave with little repercussion, but probably would not.
This is also just my vision for things, and it is a fluid, organic process. Some has been hatched directly out of my mind, other elements have evolved from meetings and talking with others, as well as my perceptions of how to make things stronger or fill areas that are lacking.

The Council of Forfedhdar I view as ultimately falling underneath the Forfedhdar Conclave. However, my intention with it is that it broadly represents the people of Forfedhdar, while (in my opinion) the Conclave represents the rulers of Forfedhdar.
Yet the Council fits within this broader view of Forfedhdar as a federation. It serves all the people of Forfedhdar or it is not doing its job correctly. In essence it is a neutral party to facilitate improvements within Forfedhdar, and develop contacts outside of Forfedhdar.
To this end I am still thinking about how to develop positions within the Council.
There should be a military liaison who can activate / deactivate the Ravens Brigade, and serve as a contact with foreign militaries and militias. I am thinking something like Council Commander or perhaps some form of Council Guard or Council Watchman.
(This would be a PC counterpart to Grutan to some extent)
There should be a magical advisor, or Council Seer, who advises the Council on magical issues, provides advice and guidance. They would also be chief liaison to the Arid Steppe.
Forfedhdar is also a highly religious province, with many shrines, monasteries, and temples. Representing the peoples interests would fall to the Council Cleric. (Not necessarily a cleric profession, but a highly religious individual). They would also serve as primary liaison to the Clerics Monastery, Asketis Temple, and Kertigens Temple.
The fourth position I have come up with so far is Council Advisor who would be involved with more temporal discussions, work with other nations on issues an ambassador of sorts.
Fifth (just thought this one up) is Trade Advisor. Forfedhdar has a lot of exports and needs some form of representation.
These are not meant to be exclusive, and when thinking out the Council, I do intend for it to be a federation and an agency to improve RP in P5, attract new folks to the area, and in general improve Forfedhdar.
